If he made the archives private they are essentially invisible already.
(And we have never restricted this, though it seems a weird thing to do
for a discussion list.)

Anyway, we could just move the archive files aside, so they are not
deleted and can be searched/restored if needed, but he could still
restart from scratch with a public archive. If I'm understanding what he
wants. -k
