You mean, write a style-sheet?

You need to learn about Mapnik2 (http://mapnik.org/). But its
documentation is sparse and often not updated:

You'd better take a look at an already existing style sheet, like the
official OSM one:
  http://svn.openstreetmap.org/applications/rendering/mapnik/osm.xml
  http://svn.openstreetmap.org/applications/rendering/mapnik/inc/

The INSTALL file of ocitysmap details how to install this stylesheet:
