Currently, COMPILE-FILE dynamically binds SF/DEFAULT-DECLARATIONS to a
list containing a USUAL-INTEGRATIONS declaration and optionally an
INTEGRATE-EXTERNAL declaration. Is there any particular reason why it
doesn't also include the former value of SF/DEFAULT-DECLARATIONS as
well, or some other list?
