I don't have a particular suggestion for what to do, but this seems
wrong.

I propose fixing these cases one by one as they are encountered.  I can't see a systematic way to address them all that doesn't reduce our Unicode support.

My biggest concern is that whatever we do doesn't break the XML support.  I use the XML parser in my WebDAV code, and I have to go on a bug-hunting expedition every other few months because that library changes its API.
