Does anyone have a clue what might have caused this decline?

Naturally, once I sent my message to the list, the numbers under 10.1.90 got substantially better.  That's surprising because I haven't changed anything at all.  I had narrowed down a huge performance degradation in my own code to the use of read, but the results are inconsistent, so I'll have to keep digging.
