Hi Roland, 

It seems to be the way for an overnet peer to "publicize" that it is up
and running. When receiving this packet, we sould only have to add the
peer in our peer map (to answer correctly a Search request #14). 

16 bytes (MD4 of this peer)
4 bytes (IP address)
2 bytes (port)
1 byte (always zero ?)

Do you agree ?
