[Mldonkey-users] upload_quantum in 2.02

Question- by default is the per-client upload limit active?  Any 
other config variables that affect it?

I've noticed on a regular basis clients getting way more than 9.6MB, 
on files that are way, way too popular for them to simply get another 
download slot because nobody else was 'in line' so to speak...
