I think that this is correct. Since some versions mldonkey shows in uploaders 
also those users who are about to start downloading from you, not only those 
who are already downloading. 
In other words they are not connected yet.
It's a feature which was supposed to set "hard" limit on number of upload 
slots, that way if you set 5 upload slots you won't get more.
(In earlier versions because connecting clients where not counted as "slot" 
mldonkey could start connecting few users at once, which led to using more 
slots than was set.)

But I can be wrong (not a developer) :)
