I am seeing something similar, using Debian unstable's 2.5.16:
ADSL 4096kbit down/386kbit up. Upload set to 25kb/s - but mldonkey (using
edonkey, overnet and bittorrent) uses only 16-19kb/s upload-bandwidth
(the upload-rate output by the mlgui is about correct, looking at my mrtg)
Downloads most of the time stay in the range of 40-50kb/s, but sometimes
go beyond 100kb/s - so can't really comment on that.
