Details:

Currently three different mechanism are available when choosing
which blocks should be downloaded.

Current default 1 is not a really effective algorithm because
it starts many chunks but completes them slowly. In the case
of EDK I saw 10 chunks (9.5MB each) each missing less than
1 MB. This slows down file propagation because MLDonkey takes
longer to get a full chunk which can then be uploaded instead.

Last year pango created a new algorithm which tries harder to
finish incomplete chunks. It has proven really effective here
for EDK downloads in the last weeks.

* Allow to choose swarmer block selection algorithm at runtime.
  - Algorithm 1 is the current default algorithm
  - Algorithm 2, from WIP3o patch, should try harder to complete partially
    downloaded chunks, specially with Bittorrent. It was previously
    reverted because of unknown performance problem (slower download ?)

This patch removes the old, default algorithm and uses pangos
algorithm as new default. Please test it, especially with BT.
