Log message:
        - add forgotten timestamp alert event type to alert code
        - little modification/simplification of do_restart() procedure (i think 
it is more "clear" now - if you don't agree, i can revert it)
        - allow work with timeout statement and send alerts even if 
start/stop/start&stop programs weren't defined (previous monit versions 
returned imediately from start/stop/restart methods if there wasn't defined 
either start or stop program).
