You can let monit restart the apache from logrotate script. In the case of alerts by mail it is possible to use filter on events.

Except we change the apache 'logrotate' script to let monit restart apache everytime we upgrade apache, is there anyway we can stop the log message for this event? Or at least we can lower the log message level?
