ChangeLog: 

* Introduce an HMAC session key to the netsync data structure
* Update netcmd to use HMAC integrity checks on netcmd packets,
  rather than adler32 checksums

Note that this does not yet negotiate HMAC keys in the netsync
protocol, all packets are exchanged with an HMAC key of straight
0s.
