ChangeLog: 


 * improve tests
 * update TODO with a lot more bugs, ideas, AJAX, etc.
 * fix bug in manifest.psp; if a revision affecting a given file was 
   not found exceptions were resulting. hopefully this code will go 
   away once rosters are merged.
