ChangeLog: 

        * cmd_othervcs.cc: added a dry-run option for cvs_import
        * rcs_import.cc: respect that dry-run options and do not add any
        files or revisions to the database, but only fiddle with the
        graph stuff.
        * tests/importing_cvs_dryrun/__driver__.lua: must succeed now.
