ChangeLog: 

        * uri.cc: Don't include <string>, <boost/regex.hpp>, or transforms.hh.
        (parse_authority): New function.
        (parse_uri): Return void.  Rewrite to not use regular expressions.
        (test_one_uri): Check that parse_uri doesn't throw
        informative_failure, not that it returns true.  Fix bug in
        handling of ipv6 address literals.
        (uri:uri): Rename to uri:basic.  Add ipv6 and ipv4 address literal
        tests.
        (uri:bizarre, uri:invalid): New unit tests.

        * uri.hh: parse_uri returns void.
        * cmd_netsync.cc, netsync.cc: Adjust calls to parse_uri.
