ChangeLog: 

 * Rewrite the basic_io parser (but maintaining the regexps). It is
   much simpler now and not dependent on stanza formatting anymore. In
   fact it now ignores any inter-token white-space.
 * Now always interpreting paths, tags and branches as UTF-8.
 * Pass '--root=.' option to Monotone to prevent it from prefixing
   paths if cwd happens to be somewhere under a workspace root.
 * Move method MTN._u() to 'util' module.
