ChangeLog: 

* cmd_ws_commit.cc: first implementation of mtn commit without branch
  option, probably leads to some code cleanups in app_state.{cc,hh};
  also added mtn branch command which still needs a check if a given
  branch name exists already in the local DB (or optionally rule that out
  if a certain option like --force is given)
* monotone.texi: changed docs wrt commit -b and added docs for mtn branch
* tests are still untouched
