ChangeLog: 

 * mtn_cvs/cvs_sync.cc: Fix the ability to handle pushing of renames (they
   become an add/drop pair in CVS).  Add the ability to handle a rename
   and a change on the same file in the same revision.
 * mtn_cvs/tests/push_add_drop: Test for pushing an add and a drop to CVS
 * mtn_cvs/tests/push_rename: Test for pushing a simple rename to CVS
 * mtn_cvs/tests/push_rename_and_change: Test for pushing a rename and a
   content change on the same file to CVS
