ChangeLog: 

* rcs_import.cc: removed the branchname argument from the function 
  resolve_blob_dependencies(). It's no longer needed as it handles all
  branches in one run.
  Converted the cvs_history.base_branch to an interned cvs_branchname,
  which makes internal handling much easier.
