ChangeLog: 

 * Modify get_sync_info() to include a bunch more consistency checks - it
   already had all the info anyway.  You must now have a rev and a cvs-sha1
   attr on each file, and the cvs-sha1 must match the file_id.  And the
   revision must have a sync cert.
