ChangeLog: 

* automate.cc (AUTOMATE(attributes)): moved
* cmd_ws_commit.cc: ...here and renamed to get_attributes
* cmd_ws_commit.cc: two new automate commands, set_attribute and 
drop_attribute, which mimic mtn attr set and mtn attr drop
* tests/automate_set_drop_attributes/__driver__.lua: test that here
* monotone.texi: note the attributes rename and document the above changes
* tests/automate_get_attributes/__driver__.lua,
tests/two_parent_workspace_commands_that_fail/__driver__.lua: command name
changed
* cmd_automate.cc: pushed interface version to 5.0
