ChangeLog: 

Add a server_request_sync(what, address, include, exclude) lua function,
where "what" is push, pull, or sync. This adds a request to a queue that
the server event loop reads to start outgoing connections. If called from
the netsync notification hooks, remember not to get into an infinite loop.
