ChangeLog: 

 * Make sure netsync ignores suspend certs.
 * project.* : Change get_branch_list to take an extra bool to turn off
    suspend certs.  Make the bool default to using suspend certs.
 * netsync.cc : Use the new bool to turn off usage of the suspend certs.
 * tests/netsync_with_suspended_branch : Add a test for the correct behaviour.
