ChangeLog: 

* cmd_db.cc: rewrote kill_rev_locally in the way that it now checks for
an existing workspace where the rev to be killed is a parent of, therefor
would leave the workspace in an inconsistent state if it is not parented
to another / previous revision. Applies the changes of the killed revision
to allow easy re-committing
* work.cc/.hh: new function workspace::has_changes() which compares the
parent roster with the updated workspace roster
* tests/db_kill_rev_locally_command_2: killed; put the important bit into
* tests/db_kill_rev_locally: ...here
* tests/db_kill_rev_and_recommit: renamed to fit naming scheme
