ChangeLog: 

* Separate into weak and hard dependencies. After splitting all cycles,
  we can easily remove all weak dependencies. Hard dependencies are
  similar to ancestor - descendant dependencies in monotone. While
  weak dependencies are only useful during the blob_splitter phase,
  to make sure symbols are split if there are commits in between. The
  meaning of weak dependencies is more like "must be imported completely
  before". These dependencies only hurt during the branch sanitizer
  and streamliner phase.
