ChangeLog: 

 * Modify behaviour of "mtn ls branches --ignore-suspend-certs" so that
   it doesn't check the validity of branch certs.  While less correct,
   this is much faster.
 * project.cc project.hh : Rename the parameter to the get_branch_list()
   functions "allow_suspend_certs" to "check_certs_valid" to more
   accurately reflect its effect.
 * cmd_list.cc : CMD(branches, ...) Use the parameter to switch off
   validity checks if the "--ignore-suspend-certs" option is used.
