ChangeLog: 

* changeset_browser.ui: add a widget around the label and parent combo box
* ChangesetBrowser.cpp: ...to dynamically make it (in)visible based on
the revision we're browsing (the box makes no sense for single-parented
revisions)
* DatabaseVariables.cpp: float the panel by default and make it invisible
* DatabaseWindow.cpp: do not add the panel by default to the database
main window
