ChangeLog: 

Fix unit test suite failures after mainline merge.  (Can no longer use
decode_hexenc in global constructors.  It's not clear to me how this
ever worked.)

 * constants.hh (idlen_bytes): New constant.
 * crypto_tests.cc (crypto:calculate_ident): Remove one use of decode_hexenc.
 * restrictions.cc: Put all the unit-test node_ids and file_ids in the
   anonymous namespace.  Set their values using 2-argument string constructors.
 * roster.cc (dump<node_t>): encode_hexenc, not decode_hexenc, to print a
   file_id.
   (unit tests): Similar changes to restrictions.cc.
 * roster_merge.cc (unit tests): Similar changes to restrictions.cc.
