ChangeLog: 

 * vocab.cc, vocab_macros.hh: fixup after merge; don't use the phrase
   "id name" in the generic verify(hexenc<T>); verify(id) now only
   takes exactly constants::idlen_bytes bytes, or none.

 * automate.cc: remove some unnecessary encode_hexencs.
