ChangeLog: 

* ui.hh/cc: tickers can now be created with an additional may_skip_display
boolean which hides the ticker output if tick_writer_count is used
(for space reasons in the terminal)
* netsync.cc: ...use this boolean for the two certs tickers if a sync is
processed, so stdio and dot ticker will still get all information
* monotone.texi: document the ticker behaviour as well as all the other
global options which have yet been missing from the manual
* options_list.hh: remove the longish description of what --ssh-sign
does (this is now in the manual)
