ChangeLog: 

 * rcs_import.cc: split_cycle(): add untested fall-back code, which
   tries splitting one of the strange_blobs, just in case we didn't find
   a blob we can split by timestamp.

   Make sure we prefer splitting symbols over splitting other blobs.
