ChangeLog: 

A complete stopgap autoconf script for sqlite.  (To be replaced by upstream's
autoconf script, but that has to wait till after the 3.5 upgrade because the
upstream autoconf script was no good in 3.4.)

 * m4/sqlite.m4: Delete.
 * sqlite/configure.ac: Do here what used to be done in sqlite.m4, only
   with AC_DEFINEs rather than special makefile variables.
