ChangeLog: 

 * monotone/Makefile.am: Gut further, removing PCH (long broken),
   documentation logic, and some specialized installers.
   Only does the basic executable and tests now. This is temporary.
 * monotone/configure.ac: Remove a bunch of unnecessary tests.
   Explicitly check for pkg-config up front.  Reorder to do the library
   checks up front.  Disable library checks temporarily.  Move the
   UPDATEPOFILES hack down to the bottom where it doesn't interfere
   with reading the file as much.
 * m4/acx_pthread.m4, m4/fexception.m4: Delete, no longer necessary.
 * util: Move back into monotone/.
 * monotone/util/summarize-tests: New file containing a large shell script
   that used to be embedded in monotone/Makefile.am.
