ChangeLog: 

Allow mtn to execute from c:/ on windows.

* tests/checkout_in_windows_root: New test; check that mtn can execute from c:/.

* win32/fs.cc: Clean up trailing whitespace.

* win32/fs.cc (get_current_working_dir): Don't strip trailing slash if at
  drive root.
