ChangeLog: 

 * Dropped the debug line for setting the blob height.
 * Made sure the blob_splitter inserts each blob only exactly once into the
   cycle_members.
 * Do direct logging in split_cycle, instead of maintaining all the
   duplicate code just to print decisions on splittability of blobs.
 * Corrected a bug, where t3_upper_bound wasn't set correctly and thus it
   remained zero all the time.
 * When finding multiple splittable blobs with weak dependencies, we
   compare the time gaps to those weak dependencies and split the blob with
   the largest time gap. That makes the test
   'importing_cvs_with_conflicting_tag' work again.
