ChangeLog: 

 * Upgarded to botan 1.7.12. 
 * Dropped the special casing of Botan::Memory_Exhaustion, it is derived
   from the std::bad_alloc exception since botan rev 308dbda1..
 * Requiring -fpermissive for 3rdparty libraries now due to botan erroring
   out otherwise.
