ChangeLog: 

 * Moved the bundled botan, lua and pcre to a newly created Attic, except
   for some texi documents from pcre.
 * Added m4/botan.m4 and m4/lua.m4, heavily borrowed from nvm.library-build,
   but changed to require certain versions of those libraries. For lua we
   accept any 5.1.x version while 1.7.8 is the minimum for botan. It emits
   a warning for anything newer what botan 1.7.15, as that's a development
   branch and thus prone to API changes (AFAIU).
 * m4/pcre.m4: dropped the --with-system-pcre, force building against an
   external pcre library. Check that against the minimum version requirement
   added to:
 * pcrewrap.hh: added REQUIRED_PCRE_{MINOR,MAJOR} version numbers, currently
   we need PCRE 7.6.
 * Makefile.am: Stripped all of the 3rdparty source files for botan, lua and
   pcre. Dropped the conditional pcre include, this branch forces linking
   against an external pcre library.
 * debian/control: added liblua5.1-0-dev and botan1.7-dev as build
   dependencies.
