ChangeLog: 

 * m4/botan.m4: accept botan versions up to 1.7.23 (to give us some room).
 * sha1.cc: drop all of the code to switch between various sha1 engines. We
   are using botan exclusively for long enough and it seems to be optimized
   well enough. Only the hidden benchmark_sha1 command remains in sha1.cc.
 * sha1.hh, sha1_engine.hh: moved these to the Attic.
