ChangeLog: 

Certs are no longer pseudo-vocab entities.  There's just one 'cert' type, and
as far as all the code except the manifest-to-roster converter is concerned,
it applies to revisions.  (The manifest-to-roster converter uses the same type
for certs applied to manifests.  Shhh, don't tell anyone.)
