ChangeLog: 

Start work on having certs reference keys by hash instead of name.

Changed db schema, started looking at migration code.

Need to change cert class and netsync serialization, replace rsa_keypair_id
with keypair_hash and keypair_name types, fix database functions to
get / put certs.
