ChangeLog: 

 * vocab.hh: Make the empty string a static member of immutable_string instead
   of an anonymous-namespace object.
 * vocab.cc: And define it here.
This shaves nearly 5KB off the size of 'mtn' and kills a whole bunch of
global constructors.
