ChangeLog: 

 * rcs_file.cc: moved some logging into parse_rcs_file, removed duplicate
   occurrence from callers in rcs_import.cc.
 * rcs_file.hh: added the filename of the underlying RCS file for better
   warning messages in case something goes wrong when parsing the file.
 * rcs_import.cc: improved error handling for missing deltas or delta texts
   by simply skipping such RCS versions (and emitting a warning), adjusted
   tests accordingly.
