ChangeLog: 

* vocab.hh: new enum date_format_spec
* cmd_diff_log, annotate.cc, lua_hooks.hh/cc: ...used here to determine the
  wanted date / time format
* std_hooks.lua: return only '%x', '%X' or '%x %X' depending on the wanted
  date format
* monotone.texi: document the change in the lua hook and also correct the
  formerly wrong denoted default format
* NEWS: note the change
