Fix COW for marking_map, put in mainline.

The problem was that the place that decides whether a roster delta needs
to include a marking hadn't been updated to reflece marking_t becoming
a reference type, so it was doing a pointer comparison instead of a
value comparison and generating lots of extra data in the deltas.
