ChangeLog: 

Instrument the roster cache, and give it a minimum size of 2.

To process even a perfectly linear history, the roster cache needs
to contain at least 2 rosters to be at all effective. Projects with
lots of files (say, auroraux) can have individual rosters that are
estimated to be bigger than the roster cache size limit, which would
make it only hold one roster and not work very well.
