clean up message reading, add format tests, fix trim bugs

 * cmd_ws_commit.cc (message_reader): add class for reading the new commit
   message format
   (get_log_message_interactively): use message_reader to process commit
   message; move checks for change summary to end of process so that errors in
   specific sections can be reported properly; add checks for empty author,
   date, branch values
   (commit): add FIXME about empty changelog certs

 * simplestring_xform.cc (trim_left, trim_right, trim): fix bug leaving strings
   with nothing but specified characters untrimmed

 * unit-tests/dates.cc (localtime_formats): new test covering formatting and
   parsing with various local date formats

 * unit-tests/simplestring_xform.cc (trimming): add tests for trimming strings
   with nothing but trimmable characters
