ChangeLog: 

fix unit tests for date formats that use "%x"

 * std_hooks.lua (get_date_format_spec): revert to "%x" and "%X" formats as on
   mainline now that the problems with them can be attributed to the assumed
   1969-2068 range of two digit years

 * unit-tests/dates.cc (localtime_formats): adjust logging; add a lower limit to
   tests of printing/parsing with 2 digit year date formats so that "%x %X"
   tests now pass

 * tests/commit_using__MTN_log/__driver__.lua: fix capitalization
 * tests/commit_using__MTN_log/commit_log_modified_return.lua: return unmodified
   user log file
