ChangeLog: 

formatting adjustments, explicit cancellation, optional trailing spaces

 * cmd_ws_commit.cc (get_log_message_interactively): simplify instructions text;
   add an explicit cancel line; trim space from cert headers to values can
   follow immediately after the colon; simplify error messages; add a check for
   the blank line before the ChangeLog header (status): leave text from _MTN/log
   untouched so that the ChangeLog header will not appear when there is no
   pending changelog message

 * rev_output.cc (revision_header): add changelog cert only if changelog text is
   non-empty so ChangeLog section doesn't appear in status output; add spaces to
   cert headers to align their associated values; add a blank line before the
   ChangeLog and Comment header sections
   (revision_summary): adjust change summary header to be consistent with other
   sections with a ChangeSet header

 * tests/changelog_editor/__driver__.lua: update for new error messages; add
   test of explictly cancelling the commit; add test for changes to blank line
   before ChangeLog section; align Author/Date/Branch values

 * tests/changelog_editor/changelog.lua: add ability to test cancelling the
   commit and changes to the blank line preceeding the ChangeLog section; update
   for new ChangeSet summary headers; align Author/Date/Branch values; remove
   space after colon for changelog value tests
