ChangeLog: 

* work.{hh,cc}: don't write back parsed workspace options when creating a 
workspace, instead call workspace::set_options explicitely where needed
* monotone.cc: ... f.e. here at the (successful) end of a command execution
* cmd_automate.cc: ... and here for automate stdio and mtn_automate execution
* network/automate_session.cc: ... and here for automate remote_stdio execution
* cmd_netsync.cc: I wonder why set_options() wasn't called here in first 
place...
* selectors.cc, cmd_ws_commit.cc: adapted accordingly
